What it does

As introduced, Bill 26-203 would revise and establish definitions for key terms in the District’s kidnapping statute. It would create 1st degree and 2nd degree kidnapping as offenses as well as criminal restraint for knowingly and substantially confining or moving a person without proper consent. It also establishes defenses for certain circumstances involving minors, transportation workers, and commercial activities.
