Amends the North Shore Water Reclamation District Act. Provides that the president of the board of trustees of a sanitary district created under the Act shall not receive more than $21,750 (rather than $18,000) per year, and each other member of the board of trustees of a sanitary district created under the Act shall not receive more than $18,750 (rather than $15,000) per year. Provides that an ordinance adopted by the board of trustees may provide for a fine for each offense of not less than $100 or more than $10,000 or the amount provided in the Environmental Protection Act for the offense (rather than a fine for each offense of not less than $100 or more than $1,000). Provides that a private or governmental entity may not connect or remain connected to a sanitary district sewer system unless written authorization to connect has been obtained from the sanitary district. Provides that, at the time or before incurring any indebtedness, the board of trustees of a sanitary district shall provide for the collection of revenue (rather than a direct annual tax) sufficient to pay the interest on such debt as it falls due, and also to pay and discharge the principal thereof as the same…
