Creates the Protection from Vehicle Impacts Act. Provides that the owner or operator of a residential care facility shall install and maintain vehicle impact protection devices in front of all public entrances of the facility. Provides that the owner or operator of a restaurant shall install and maintain vehicle impact protection devices (1) if the restaurant is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the restaurant has an outdoor dining area, then around any outdoor dining area. Provides that the owner or operator of a day care center shall install and maintain vehicle impact protection devices (1) if the day care center is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the day care center has an outdoor play area, then around any outdoor play area. Provides that the Department of Transportation shall adopt rules establishing the requirements for the vehicle impact protection devices required under the Act.
