What it does

Amends the Illinois Finance Authority Act. Removes a provision concerning energy storage projects. Amends the Illinois Power Agency Act. Makes changes in provisions concerning legislative findings. Provides that, on and after the effective date of the amendatory Act, the Agency shall develop new energy procurement plans only through the method of least-cost procurement, regardless of the power source of the procurement, and only with the most reliable procurements possible. Defines "least-cost procurement" as the procurement of electric service in a manner that is cost-effective, reliable, and prudent. In provisions concerning the Planning and Procurement Bureau, provides that the total of renewable energy resources procured shall be reduced for all retail customers based on the amount necessary to limit the annual estimated average net increase due to the costs of these resources included in the amounts paid by eligible retail customers in connection with electric service to no more than 4.25% of the amount paid per kilowatthour by those customers during the year ending May 31, 2009 (removes provisions concerning an inflation adjustment).
