An Act To Phase Down The Operation Of The State Penitentiary At Parchman In Sunflower And Quitman Counties Over A Four-year Period And Transfer Its Inmates, Employees And Programs To Other State And Regional Facilities Of The Mississippi Department Of Corrections; To Authorize And Direct The Commissioner Of Corrections To Develop And Submit To The Legislature A Plan To Implement This Phasedown Under Certain Conditions And To Promulgate Regulations Necessary To Implement The Plan; To Authorize The Mississippi Department Of Corrections To Hold The Land At Parchman In Trust And To Lease The Grounds And Buildings For Agricultural, Industrial, Commercial, Residential, Recreational Or Other Uses For A Ground Rental Under Certain Conditions; To Authorize The Mississippi Department Of Corrections To Designate An Existing Building At Parchman For The Delivery Of Mental Health Services To Inmates With Mental Illness Incarcerated In Any State Or Regional Correctional Facility To Be Known As The "northwest Mississippi Facility For The Treatment And Care Of Inmates With Mental Illness," And To Prescribe Standards For The Operation Of Said Mental Health Treatment Facility; To Provide That Any…
