Amend Rule 4.2 Of The Rules Of The House Of Representatives, Relating To Standing Committees And Their Memberships, So As To Require Standing Committees To Be Composed Of Members Of The Majority Political Party In Proportion To The Number Of Representatives Of Each Such Political Party As Nearly As Possible Ensuring That The Majority Political Party Contains A Majority Of The Membership Within Each Standing Committee.
