What it does

The purpose of this bill is to clarify that hair braiding and threading are not regulated by the West Virginia Board of Barbers and Cosmetologists, it further provides that blow-dry styling and makeup application are not regulated, and creates a salon training program allowing licensed salons to employ trainees to cut and color hair and, after 1,000 hours, sit for the hair styling exam.
