The purpose of this bill is to expand the participation of inmates in county, regional, and state correctional facilities in litter pickup and public works projects across West Virginia; to provide rehabilitation and vocational incentives for inmate participants; and to enhance public safety, environmental cleanliness, and community engagement without creating new funding obligations.
