The purpose of this bill is to amend this code section by adding a new article, relating to the establishment of a "Blue Envelope Program" to promote inclusivity and enhanced communication between law enforcement and community members with a condition or disability where additional accommodations or awareness may be helpful; providing findings and declarations; providing how the program will be established; and, providing immunity for individuals providing information to the "Blue Envelope Program" in good faith.
